Framework Agreement and University Contract
Since the revision of the Bavarian Higher Education Act in 2006, the individual universities and higher education institutions have regularly concluded multi-year target agreements with the Bavarian State Ministry of Science and the Arts. Article 8 of the Bavarian Higher Education Innovation Act (BayHIG) also provides for the conclusion of individual agreements on the basis of a multi-year framework agreement concluded jointly between the state and all universities.
Framework Agreement for Universities 2023-2027
On 29 June 2023, the first “Rahmenvereinbarung” = framework agreement under the new Higher Education Innovation Act was signed by Minister President Dr Markus S?der, Science Minister Markus Blume, Culture Minister Prof. Dr Piazolo and 33 university presidents and six medical directors.
The multi-year framework agreements serve to strategically manage and further develop the higher education system and to secure and strengthen its innovative capacity. In accordance with the state budget and the services and priorities of the universities defined in them, they contain statements on medium-term resources. For the term of the framework agreement 2023 - 2027, services have been defined in the following ten fields of action

- Impact on society and transfer
- University staff, promotion of young and talented researchers
- Equality, equal opportunities, inclusion
- Internationalisation
- Cooperations and alliances
- Digital transformation, digitalisation in science, teaching and administration
- Sustainability, climate protection
- Quality assurance in research, teaching and administration
University Contract 2023 - 2027
Based on the framework agreement 2023 - 2027, all universities have concluded individual “Hochschulvertr?ge” = university contracts with the Bavarian State Ministry of Science and the Arts, which were signed at a ceremony on 21 September 2023. In the university agreements, the ten binding fields of action agreed in the framework agreement are further specified and university-specific priorities and objectives are agreed.
The focus of the University Agreement 2023 - 2027 signed by the University of Regensburg is on continuing the successful development of the University of Regensburg and, in particular, further increasing the attractiveness of the University of Regensburg as an excellent research and study location, continuously increasing the number of female professors and further strengthening digitalisation.
For example, the strategy fund will be used to set up an innovation hub at the Zentrum für Hochschul- und Wissenschaftsdidaktik (ZHW) in the field of study and teaching, continuing education, establish accompanying research on quality management in teaching, strengthen the further development of the curriculum and expand continuing education and further qualification offers in the sense of lifelong learning.
In the field of research , for example, applications to research funding institutions will be further promoted through internal incentive and support programmes, a university-wide concept for core facilities will be developed and the University of Regensburg's profile fields will be strengthened by supporting the appointment of further top international and national academics.
In the field of action of equality, equal opportunities and inclusion , for example, funds will be provided for start-up financing, coaching programmes for female academics will be continued and the career development of female academics in the early career phase will be expanded through further offers.
The strategy fund will also be used to support the development of a standardised IT workplace and to continuously strengthen IT security in the area of digital transformation, digitalisation in science, teaching and administration.
University-specific objectives were also agreed in the other fields of action, such as further support for start-ups, expanding science communication at the interface between transfer and communication, implementing the UR's diversity concept (2023-2027) and further strengthening international mobility, internationalisation of the campus and sustainability in all of the university's performance dimensions.
